BR-03: Missing IssueDate

BR-03 means the invoice issue date is missing or empty. The date should identify when the invoice was issued.

Expected format

Use ISO 8601 date format: YYYY-MM-DD, for example 2026-09-08.

RejectFix checks the field and format. It does not choose a business date for you.
